UDCPIndustry Standard of the Peoples Republic of ChinaHGHG 20660-1991Classification of Toxicity Hazard and Explosion RiskExtent of Chemical Medium in Pressure VesselsIssued on April 4, 1991Implemented as of August 1, 1991Issued by: the Ministry of Chemical Industry of the Peoples Republic of ChinaTable of contents1. Applicable Scope2. Quoted Standards3. Principles of ClassificationAppendix A Basis for Graduation of Toxicity Hazard Extent1 Applicable ScopeIn order to define the type and technical requirements of pressure vessel, this standard classifies the toxicity hazard and explosion risk extent of medium.The purpose of this standard is to classify the toxicity hazard and explosion risk extent of chemical medium ( including raw material, final product, semi-product, intermediate, reaction liquid, reaction by-product and impurity etc.) used or stored in chemical pressure vessels and define the type and the technical requirements of seal and leak tightness of pressure vessels.2 Quoted StandardsGB 5044-85Graduation of Occupational Contact Toxicity Hazard ExtentSupervision Regulations for Safety Technology of Pressure Vessels issued by the Ministry of Labor (1990) ( Hereinafter referred to as “Vessel Regulations”)3 Principles of Classification 3.0.1 The toxicity hazard and explosion risk extent of chemical medium defined in this standard refers to the seriousness of hazard resulted from the contact of medium with human body in large quantity in accident and explosion or occupational chronic hazard due to frequent leakage of pressure vessels in the course of production.3.0.2 The toxicity hazard extent of chemical medium is classified on the basis of 6 item graduation targets ( For details, please see Appendix A Basis for Graduation of Toxicity Hazard Extent ) stipulated in GB 5044.The toxicity hazard can be classified into 3 classes of extreme hazard, very hazard and medium hazard ( Note 1 ) according to the hazard extent.3.0.3 Where it is used to determine the class of pressure vessel, the toxicity hazard extent classification shall be based on accident state and the hazard resulted from the contact of medium with human body in large quantity. Therefore, this standard makes the classification after the comprehensive analysis and overall balance is made on the principles of taking 2 targets of acute toxicity and allowable max. concentration as key points and also including the other targets. Table 3.0.3-1 table 3.0.3-3 give the frequently used chemical media of extreme hazard, very hazard and medium hazard.3.0.4 Where it is used to determine the technical requirements of seal and leak tightness of chemical pressure vessels, the potential chronic hazard resulted from the frequent leakage shall be considered in addition to the accident state. Therefore, the classification shall be made after making the comprehensive analysis and overall balance on the principles of taking 3 targets of acute toxicity, allowable max. concentration and carcinogenesis as key points and also including the other targets. For some media, the classification shall be based on certain major hazard extent ( such as: carcinogenesis ). For this reason, the class of a few of media listed in table 3.0.3-1 table 3.0.3-3 has been adjusted. For details, please see the notes in the tables.3.0.5 Classify the explosion risk media ( Note 2 ) according to the stipulations of the Supervision Regulations for Safety Technology of Pressure Vessels issued by the Ministry of Labor.Explosion risk medium refers to the medium, of which the gas or the vapor, mist of its liquid can mix with air to generate explosion compound with its explosion lower limit < 10 % or the difference between its upper explosion limit and its lower explosion limit20 %.For details, please see table 3.0.5.3.0.6 where several chemical media are involved in use, the one with the highest toxicity hazard or explosion risk extent in the composition of media shall be considered; where the content of a certain hazard substance in the medium is very small, it shall be comprehensively considered according to its hazard extent and its content and its class shall be decided by the process design department of design unit or the production & technology department of user according to the classification principles of this standard.3.0.7 The chemical media not listed in this standard shall be classified according to the above classification principles and with the reference to the class of similar medium.Table 3.0.3-1 Frequently Used Chemical Media of Extreme HazardNo.DescriptionNo.Description 1Dysiston11Methyl parethion 2Vinyl-amine12Parathion (1605) 3Dimethylnitrosamine13Phosgene 4Diborane (OMPA)14Methyl carbimide 5Schradan15Mercury (Hg ) 6Triethylstannic chloride16Benzo a pyrene 7Pentaborane17Mustard gas 8Demeton (1059)18Hydrogen cyanide 9Lead tetraethide19Monochloro-methyl-ether10Cynamid (3911)20Nickel carbonylNote: When the toxicity extent classification is used to determine the technical requirements of seal and leak tightness of pressure vessels, vinyl-chloride and alpha-naphthylamine should be listed in this table as extreme hazard chemical medium._Note 1:The chemical media with toxicity extent of “slight hazard” are not listed in this standard.Note 2:The “explosion risk medium” referred in this standard is the “flammable medium” referred in the Supervision Regulations for Safety Technology of Pressure Vessels.Table 3.0.3-2 Frequently Used Chemical Media of Very HazardNo.Description No.Description1Dimethylnitrile (not symmetric)32Hydrazine2Toluene-diisocyanate(TDI)33Ethylene oxide3Oxygen difloride34Chloropropylene oxide4Dinitrobenzene( m, o, p)35Tsumacide (MTMC)5Dinitrochlorobenzene 36Ozone61,2 dibromo-ethane37Fenthion71,2 dibromo-chloropropene38Dipterex8Dichlorotetrafluo-propanone39Dichlorvos (DDVP)9Selenyl chloride40Fluorine102-crotononitrile41Hydrogen fluoride11Sulfur decafluoride42Hydrogen arsenide12Chlorine trifluoride43Nicotine13Trinitrotoluene (TNT)44Hydrogen selenide14Phosphorus trichloride45Dimethyl sulfate15Phosphorus pentachloride46Cyanogen16Vinyl cyanide47Chlorine17Acrylamide48Chlordane 18acrolein49Chloropicrin19Acetone cyanohydrin50Chlorine cyanide (CICN)20Metasystox51-chloropropionitrile21Formaldehyde52Chlorohydrazine22Formic acid53Methyl chloride23n-butylnitrile54Chloronaphthalene24p-nitroaniline55Chlorphenol25p-nitrochloro-benzene56Diphosgene26Isobutyronitrile57Methyl bromide27Benzyl chloride58Methyl iodide28Carbofuran59Carbonyl fluoride29o-nitrochloro-benzene60Phosphine30Tolunitrile61phosphamidon31AnilineNote: When the toxicity extent classification is used to determine the technical requirements of seal and leak tightness of pressure vessels, carbon tetrachloride, o-toluidine and benzene should be listed in this table as very hazard chemical medium.Table 3.0.3-3 Frequently Used Chemical Media of Medium HazardNo.DescriptionNo.Description1Monoethanolamine 46Epoxypropyl methacrylate2Carbon monoxide47Methyl mercaptan34-monochloro-acetic acid48Methanol4Ethylenediamine49n-butyl sulfhydrate5Diethyl oxalate50n-butanol6Bornylene51n-tetramethyl silicate7Ethamine52Dimethoate 8Sulfur alcohol53Methiocarb9Methylnitrile54Cyclohexanone10Acetic acid55Isobutyl aldehyde11Acetic anhydride56menadoxime122,6 diethylaniline57Tsumacide13Dimethylamine58Aza-benzene14Dimethylacetamide59o-toluidine (note)15Dimethyl dichlorosilane60o-methyl nitrobenzene16Dimethylformamide61o-nitrophenol17dimethylaniline62Benzene (note)18N,N dimethylaniline63Phenol19Sulfur dioxide64Phthalaldehyde20Nitrogen dioxide 65Styrene21Carbon disulfide66m-crysol221,1-dichloroethylene 67m-toluidine231,2-dichloroethylene68Resorcinol241,2-dichloroethane69m-nitrotoluene25Dichloroethane70m-chloroaniline262,2-dichloroethyl ether71fluorobenzene27Dichloro-propanol72Ammonia28n-butylamine73Vinylene chloride29Butenol74naphthalene30Sulfur trioxide75Alpha-naphthylamine (note)31Bromoform76Alpha-naphthol321,1,2-trichloroethane77Mirbane oil331,1,2-trichloroethhlene78Aqua fortis341,2,4-trichlorobenzene79Hydrogen sulfide35Trichloroacetic acid80Sulfuric acid36Trichloro-hydrosilicate81Chlorethylene (note) 37Adipic dinitrile82Chlorocarbinol38Carbofos (4049)83Chloroprene39Phosphorus pentasulfide843-chloro-propene401,1,2,2-tetrabromoethane85Hydrogen chloride41Tetrachloroethane86chlorobenzene42Carbon tetrachloride (note)87Tributyl phosphate43Allyl alcohol88Tri-p-methylphenyl phosphate44Propylmercaptan89Furfural45methylamine90acetyleneNote: When the toxicity extent classification is used to determine the technical requirements of seal and leak tightness of pressure vessels, carbon tetrachloride, o-toluidine and benzene should be listed in the table of very hazard chemical medium;
