carefullyplanned,adequatelystaffedandsup-ported,andenergeticallyexecuted.Localsupport in supplying qualifiedcommitteepersonneland datacollectors,adequatespace andservices,andotherresourcesis needed to avoidthe manypitfallssuchas bottlenecksin reviewingdatacollected byteams, schedulingor personnelproblems and other distractionswhichmay lead to costly follow-upactions,misseddeadlines,incorrectwage dataand,ultimately,distortedwagescales.b.SUPPort of Full-ScaleWageSurveys.A full-scalewagesurveyis conductedin eachwageareaeveryotheryear.T.WSCeffortin thissurveyextendsfrom a pointin timesix monthsinadvanceof the datethesurveyis orderedto a pointat leastseveralweeksafterthe survey has beenorderedwhenthe datahave beencollected and processedandnecessaryfollow-ups have been completed.Initialtaskssuchas obtaining countdataandplanningeventsare accomplishedby the chairpersonaloneor by the committee,withthe aid of a DODWFAprojectofficerand withclericalassistance.However,the bulkof the personneland other resourcesarerequiredduringa two-weekperiodduringwhichtheactual datacollectionprocessis carriedout.Throughoutthe surveyprocess,the committeechairpersonand membersshouldbe allowed as much timeas needed for theirplanningandscheduling activities,to prepare for hearings,to establishand maintain contacts,to prepare for data collectortraining,to monitordata collection activities, to preparereports, andto carryoutnumerousotherresponsibilitiesin an effectivemanner.Manyseeminglystraightforwardsurveytaskscan requireunexpectedeffort,such as when listsof firmsfrom Departmentof Laborturn outto containnamesof manythathavechangedaddress,movedoutof town,goneout of business,mergedwithanothercompany,etc.2Enclosure (1)OPNAVINST12532.1LWSCmembersareselectedin partfor theirmaturityand maybetrustedto use discretionon the time theymustdevoteto survey tasks.Exceptwhenprofessional data collectorsare used,the furnishingof datacollectorsis the responsibilityof the host activityand otherlocalactivities.Activitymanagersshould respondto requests to nominatedatacollectorshy offeringthe highestqualitypersonnelavailableandshould ensure theirreleasefromregulardutiesto the extentrequiredto receive training(twoto threedays):to receiveassignments,visitfirms andturnin datato the committee(normallythreeto five daysovera two-weekperiod); and to perform necessary follow-upcalls.
