The scope of this problem statement appears to be a logical continuation from ACRP project A03-10, Innovative Approaches to Addressing Aviation Capacity Issues in Coastal Mega-Regions and ACRP Synthesis 5, Airport Ground Access Mode Choice Models. TRB Aviation Group Intergovernmental Relations in Aviation Cmte: Research into ways to enhance the role of metropolitan planning organizations in airport system planning and better integrate airport planning into regional transportation and land use planning is sorely needed. The proposed project could provide a valuable resource to complement the FAA Advisory Circular on Airport System Planning. However, the proposed schedule is too aggressive for the level of detailed information gathering, analysis, and review required. A 24 to 30 month schedule would be more appropriate. Research Problem Statement There are important opportunities to improve aviation system capacity and airport operations by embracing more collaborative regional approaches to airport planning. Particularly in major metropolitan regions, proactively seeking ways to use commercial airport capacity more efficiently will be important to maintaining the viability of air travel while accommodating forecasted growth in demand for air travel. To do so will require airport managers and governing bodies to think beyond their traditional fence lines and seek options for more effective managing passenger demand among multiple airports and multiple modes. Facilitating regionalscale collaboration is a traditional and wellestablished role for MPOs. MPOs can offer airport managers truly regional perspectives on planning, data, and analyses on travel behavior and demand in a geographically broad area and a neutral “table” at which airport managers and other key stakeholders can sit to work through coordination options and opportunities. MPOs may also be in a logical position to lead or facilitate analyses of travel patterns and traveler choice among multiple airports in concentrated geographic areas, which could assist viation planning in a way that serves airport needs, passenger needs and a metropolitan vitality. To these ends, there is a need to provide guidance and practical advice for airport operators, as well as MPOs and the FAA, regarding options and opportunities for integrating airport planning with metropolitan transportation planning. I II. Objective This research project will produce a guidebook (or other similar document) on integrating airport planning with metropolitan planning through enhanced communication, collaboration and cooperation. The guidebook will focus on establishing and improving partnerships between airport operators and MPOs to more effectively coordinate and integrate the metropolitan transportation planning and airport planning processes. I V. Research Proposed Recent research conducted for the ACRP program (ACRP 310) strongly suggests that there exist important options and opportunities for improving collaboration and planning between airports and metropolitan planning organizations (MPOs) in metropolitan regions. The research points to how regionallyoriented airport governance and planning coordination can be applied across the country to provide more efficient operation and management of the national aviation system. This proposal requests that the ACRP pursue a research project focused on establishing and improving partnerships between airport operators and MPOs to more effectively coordinate and integrate the metropolitan transportation planning and airport planning processes. The goal of this project is to educate MPOs, airports and other organizations on the regional and national benefits that can be derived from more comprehensive and effective coordination of airport planning and metropolitan transportation planning. More specifically, this project is anticipated to provide MPOs and airport managers with guidelines and recommendations for establishing and/or improving partnerships that can provide multidimensional enefits to airports, metropolitan regions, transportation system users (ground and b air) and aviation system capacity. Building on the research conducted for ACRP 310, it is anticipated that this project would include a national scan to establish the state of the practice in airport planning and MPO involvement in that planning, practitioner interviews (airports, MPOs and other appropriate institutions), detailed case studies from a range of metropolitan regions and airports across the nation, “lessons learned” and recommendations for consideration by USDOT, ACRP and others, and guidance on partnerships with MPOs for use by airport operators. The project would likely also produce suggestions for additional research through ACRP or other avenues. It is anticipated the research would result in a guidebook for use by airport operators and others pertaining to integrating airport planning with metropolitan planning. V . Estimate of the Problem Funding and Research Period Recommended Funding: It is estimated that this project would require a budget of approximately $500,000. Research Period: It is estimated this project would take 1218 months to complete, depending on the time required for ACRP panel input and review during the course of the project. VI. However, the relatively limited regional planning process is inconsistent with the current (and looming) needs of aviation. In fact, the weak regional planning process can impede efforts to optimize the airport system. By identifying the options and opportunities for expanded airportMPO planning partnerships, this project could facilitate improvements in airport operations, more balanced passenger demand with airport capacity and improvements in data collection and analysis for airport planning.
