C AEROSPACE RECOMMENDED PRACTICE Issued 1967-08 Revised 2007-01 Superseding ARP997B (R) Installation and Stowage Provisions for Emergency Equipment in the Transport Aircraft Passenger Cabin RATIONALE This document is being revised to expand the subject of emergency equipment standardization and incorporate elements of ARP496 Stowage of Cabin Emergency Flotation Equipment. ARP496 will be cancelled upon publication of ARP997 Revision C. This document also includes formatting changes as contained in the SAE AEROSPACE TECHNICAL REPORT STYLE MANUAL, NOVEMBER 2005. 1. SCOPE The recommendations cover stowage of all portable cabin emergency equipment, including: a. Oxygen bottles/units b. Oxygen masks c. Fire extinguishers d. Protective breathing equipment (PBE) e. First aid kits f. Emergency/expanded medical kits and pouches g. Megaphones h. Flashlights i. Life rafts j. Survival kits k. Life preservers l. Flotation seat cushions m. Emergency locator transmitters (ELT) n. Automatic external defibrillators (AED) o. Resuscitation/life support equipment 1.1 Purpose The purpose of this SAE Aerospace Recommended Practice (ARP) is to establish criteria for the installation and stowage of emergency equipment in the cabin to ensure that the equipment is available and accessible. The goal is to promote expedient access to equipment by encouraging standardization and reducing reorientation of crewmembers to alternate stowage provisions when changing types, models, and/or series of transport aircraft within an operators fleet. Special Investigation: Flight Attendant Training and Performance During Emergency Situations, NTSB Report No. SIR-92- 02, June 1992, pp. 26-27. 2.3 Definitions 2.3.1 Mandating and Recommending Words 2.3.1.1 SHALL - The word “shall” indicates a mandatory criterion. 2.3.1.2 SHOULD - The word “should” indicates a criterion for which an alternative, including noncompliance, may be applied if it is documented and justified. 2.3.2 The word “equipment”, as used in this document, refers to all portable cabin emergency equipment. 3. GENERAL RECOMMENDATIONS 3.1 Stowage and Location 3.1.1 Each operator's equipment stowage and related placards shall be standardized among aircraft types. Placards shall be in accordance with ARP577 and any applicable regulatory requirements. 3.1.2 Equipment shall be stowed in a manner to enhance accessibility. Equipment for flight attendant stations shall be located in accordance with ARP583. 3.1.3 Equipment stowed behind a passenger seat shall be accessible with the seat in the most adverse position. 3.1.4 Equipment shall be stowed in a manner to minimize the effects of environmental factors such as fire, moisture, temperature, vibration, impact loading, abuse and tampering. 3.1.5 Sound ergonomic principles shall provide the basis for the selection of stowage locations. 3.1.6 Stowage locations should allow equipment to be readily accessible to persons, ranging in stature, from the 5th percentile female through the 95th percentile male. 3.1.7 Equipment shall be installed to minimize the probability of jamming access doors and release mechanisms during the ultimate inertial loading conditions specified in 14CFR25.561. Copyright SAE International Provided by IHS under license with SAELicensee=Defense Supply Ctr/5913977001 Not for Resale, 12/04/2007 19:39:49 MSTNo reproduction or networking permitted without license from IHS -,-,- SAE ARP997 Revision C - 4 - 3.1.8 Stowage locations under passenger seats shall prevent the equipment from becoming obstructed by underseat baggage or other attachments/devices. 3.1.9 Stowage provisions shall preclude inadvertent actuation of release mechanisms or damage during stowage and/or removal. 3.1.10 Stowage provisions shall facilitate maintenance/inspection checks without disturbing the packaged device, as appropriate (for example, flotation devices). 3.1.11 Obstructions that prevent or hamper the intended use of equipment shall be eliminated. 3.2 Additional Considerations for Flotation/Evacuation Equipment 3.2.1 Stowage provisions for life preservers shall permit ready removal by seated and/or belted passengers. 3.2.2 Secondary packaging, protective containers and securing devices for life preservers and other individual occupant emergency equipment shall not impede efficient access to that equipment. 3.2.3 Life rafts shall be installed in the vicinity of the exit opening through which their launching or use is expected. Obstructions that prevent or hamper intended use shall be eliminated. 3.3 Inspection and Retention Factors 3.3.1 A pre-flight check of all emergency equipment relative to location, availability and operational status should be conducted. Equipment requiring pre-flight check shall be installed to allow required inspection of gauges, indicators, etc. Required proof-of-inspection seals or indicators shall be placed on the equipment. 3.3.2 Equipment and installation hardware, as applicable, shall be installed and stowed to preclude injury to aircraft occupants. 3.3.3 Equipment retention devices shall be designed such that engagement and/or disengagement can be readily identifiable and determined visually. Such retention devices should be a contrasting color from that of the equipment and differ in color and texture from the surrounding hardware and background. 3.3.4 Release of the emergency equipment from its retention device should be possible with one hand without the need for extraordinary strength, force or dexterity. 3.4 Maintenance/Inspection Considerations 3.4.1 An approved inspection and maintenance schedule shall be established to provide maximum assurance that the equipment will operate properly when required. 4.
