These proposals are for review and comment only (no ballot at this time). Comments received during this preliminary review period may not be provided with a response. After comments are considered by the submitter of the proposal, and the involved Harmonization Committee if applicable, further action will be determined relative to whether or not the proposal will be modifi ed and advanced to the next step. 1. For Preliminary Review Only: Add new requirement to address cemented joints for insulating barriers RATIONALE Proposal submitted by Dave Belt, UL. The current insulating barrier requirements for reduced spacing do not address the use of “cemented joints,” such as a back cover of a lampholder secured by a metal rivet, where the spacing from live parts to dead metal need to be determined. The proposed new paragraph derived from the UL Practical Application Guidelines (PAG) for Information Technology Equipment Safety Part-1: General Requirements, PAG 60950-1, for Cemented/Uncemented Joints (No. 2.18.8-1) would address this construction and prohibit friction alone between two insulating parts. PROPOSAL (NEW) 4.9.12 If the insulating barrier in 4.9.11 has an interface between two surfaces of insulating materials, which could allow a current path through the interface, the surfaces shall be bonded together to form a solid homogeneous cemented joint. Materials acceptable to provide a cemented joint are: epoxy, acrylic adhesive, polyurethane adhesive, and solvent cements. Sonic welding may also be used to bond materials together. Friction interface alone is not considered acceptable. 2. For Preliminary Review Only: Extend E39 mogul base switchless lampholder rating to 2000W in Table 18 to address HID lamps with this rating RATIONALE Proposal submitted by Dave Belt, UL. Table 18 is being proposed to be revised to extend the E39 (mogul) switchless lampholder rating from 1500W to 2000W as there are E39 HID lamps rated up to 2000W. Clauses 4.8.6.2 and 4.12.3 are also proposed to be revised as they also reference the maximum rating for the E39 lampholder. The term portable lamp in 4.8.6.2 is also being proposed to be revised to portable luminaire in accordance with present terminology. The marking in 7.4.7 is proposed to be revised in accordance with Note 2 of 4.8.6.2. SEPTEMBER 12, 2006SUBJECT 496-2- FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION PROPOSAL 4.8.6.2 For a mogul-base lampholder that is intended only for use in a luminaire or portable lamp luminaire, leads having an ampacity of 6 A or more shall be acceptable on a 750 W lampholder, and leads having an ampacity of 12 A or more are acceptable on a 1500 W lampholder. Leads having an ampacity of 16 A or more are acceptable on a 2000 W lampholder. Note 1A Mogul-screw lampholder rated 1500 W and marked in accordance with Clause 7.4.7 may employ leads having an ampacity of 8 A or more. Note 2A Mogul-screw lampholder rated 2000 W and marked in accordance with Clause 7.4.7 may employ leads having an ampacity of 11 A or more. 4.12.3 A pulse-rated lampholder shall have a peak starting pulse rating of: a) 4 or 5 KV for mogul screw-type rated 1500W or 2000W, 600V; b) 4 KV for medium-screw-type rated 660W, 600V; or c) 4 or 5 KV for other type lampholders. The lampholder shall comply with Clause 5.2.13. 7.4.7 A mogul-screw lampholder rated 1500 W or 2000 W and employing leads having an ampacity of 8 A or 11 A, respectively, in accordance with Notes 1 and 2 of Clause 4.8.6.2 shall be marked Not For Use With Incandescent Lamps or an equivalent wording. SEPTEMBER 12, 2006SUBJECT 496-3- FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION 3. For Preliminary Review Only: Add rating requirements for compact fl uorescent lampholders not in Table 20 RATIONALE Proposal submitted by Dave Belt, UL. There are a number of single-based compact fl uorescent (CFL) lampholders that are not currently addressed by Table 20. A new clause 6.2.2 is being proposed to be added to include ratings for single-based lampholders not covered by Table 20. PROPOSAL (NEW) 6.2.2 Single-based fl uorescent lampholders not covered by Table 20 shall be rated 250V or 600V. The lampholder marked wattage rating shall not be less than the lamp it is intended to accommodate. Note: For applicable lamp base wattage rating see Single-Based Fluorescent Lamps Dimensional and Electrical Characteristics, ANSI/IEC C78.901. 4. For Preliminary Review Only: Revise insulation-piercing terminal lampholder temperature test to also cover E12 (candelabra) lampholders RATIONALE Proposal submitted by Dave Belt, UL. UL has received fi eld reports involving candelabra base lampholders that use insulation-piercing terminals. UL 496 has requirements for medium base lampholders that use insulation-piercing terminals but not candelabra base. UL believes the test program in Clause 5.2.15 for insulation-piercing terminals is appropriate for all screw-base lampholders, not just medium base. The revisions are now being proposed to require cycling temperature testing on insulation-piercing terminal contacts for all screw- base lampholders. SP type fl exible cord is being added as it is equivalent to SPE and SPT. The term portable lamp in 7.3.2 is also being proposed to be revised to portable luminaire in accordance with present terminology. PROPOSAL 4.8.3.1 E26 (medium) s Screw lampholders employing insulation-piercing terminals shall be specifi ed for use only with: a) fi xture wire and Type SP, SPE, or SPT fl exible cords that comply with UL 62, CAN/CSA C22.2 No. 49, and C22.2 No. 127; b) insulated conductors that comply with UL 44 and CSA C22.2 No. 38; or c) insulated conductors that comply with UL 83 and CSA C22.2 No. 75. SEPTEMBER 12, 2006SUBJECT 496-4- FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION Note: A lampholder intended for temporary use in accordance with the National Electrical Code, ANSI/NFPA 70, and the Canadian Electrical Code, C22.2, Part I, need not comply with the requirements in this clause. 4.8.3.2 Lampholders employing insulation-piercing terminals intended for use with Type SP, SPE, or SPT fl exible cord shall be for factory assembly only and shall be marked in accordance with Clause 7.3.2. 4.8.3.3 Lampholders employing insulation-piercing terminals intended for use with Type SP, SPE, or SPT fl exible cord shall be specifi ed for use with a minimum 105 °C (221 °F) rated fl exible cord. 4.8.3.4 Lampholders intended for use with Type SP, SPE, or SPT fl exible cord shall comply with the temperature tests specifi ed in Clause 5.2.15, and shall be evaluated for the intended application, such as the marked wattage rating and the position of the lamp base, and as specifi ed by the manufacturer with regard to the type of fl exible cord used. 5.2.15.1.1 An E26 (medium) A screw lampholder employing insulation-piercing terminals specifi ed for use with Type SP, SPE, or SPT fl exible cord, as indicated in Clause 4.8.3.4, shall be tested in accordance with Clauses 5.2.15.1.2 5.2.15.5.4. 7.3.2 An E26 (medium) A screw lampholder employing insulation-piercing terminals intended for use with Type SP, SPE, or SPT fl exible cord (see Clause 4.8.3) shall have the smallest unit shipping container or a stuffer sheet provided with the container marked with the following information: a) For factory assembly into portable lamps and luminaires; b) the appropriate conductor size and fl exible cord-type, and that a minimum 105 °C (221 °F) fl exible cord is required; c) whether supplemental strain relief is required, in accordance with Clause 5.2.15.3.3; and d) all necessary instructions for assembly, including polarization. 5. For Preliminary Review Only: Add requirements for open rated E26 and E39 metal halide HID lampholders and revise conformity gauges to match current ANSI standard references RATIONALE Proposal submitted by Dave Belt, UL. Requirements for open rated E26 and E39 metal halide HID lampholders are being proposed to be added to Tables 13 and 14. Note: When the twelfth edition of UL 496 was initially being developed, the standard sheet numbers in Tables 13 and 14 were correct. However, subsequent to the publication of UL 496, the sheet numbers in ANSI C81.63 were changed to harmonize with the IEC gauges. The proposed sheet number changes in Tables 13 and 14 correlate with the current ANSI references. Clause 2.32.1 is being proposed to be added to the Defi nitions. The proposed defi nition is based on the NEC requirement 410.73(f)(5) which requires that a luminaire intended for use with metal halide lamp that is not provided with a lamp containment barrier shall be provided with a physical means that only allows the use of a Type O (open-rated) lamp. SEPTEMBER 12, 2006SUBJECT 496-5- FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION The marking Type O or other distinctive marking or color will alert the user while relamping that the intended lamp is Type O, with an EX26 or EX39 base, rather than a Type E lamp with an E26 or E39 base which are similar in shape but will not fi t. PROPOSAL (NEW) 2.32.1 Lampholder, open-rated a screw lampholder with an EX26 medium base or EX39 mogul base and intended for use with a Type “O” metal halide lamp. These lampholders have a physical means that only allows the use of a lamp that is Type “O” and excludes lamps with an E26 or E39 base. (NEW) 7.1.4.1 An open-rated EX26 or EX39 screw lampholder shall be marked “Type O,” “Open Rated,” or shall have other distinctive marking, shape, or color to differentiate it from a non-open rated lampholder.
