    woman died of a rare disease. The only way to do this was to operate. The operation, which lasted for over four hours, proved to be very difficult because of the hard resin which covered the skin. The doctors removed a section of the mummy and sent it to a laboratory. They also found something which the X-ray of the god Duamutef. This god which has the head of a cow was normally placed inside a mummy. The doctors have not yet decided how the woman died. They feared that the mummy would fall to pieces when they cut it open, but fortunately this has not happened. The mummy successfully survived the operation.    Lesson78  The last one? 最后一枝吗? After reading an article entitled 'Cigarette Smoking and Your Health' I lit a cigarette to calm my nerves. I smoked with concentration and pleasure as I was sure that this would be my last cigarette. For a whole week I did not smoke at all and during this time, my wife suffered terribly. I had all the usual symptoms of someone giving up smoking: a bad temper and an enormous appetite. My friends kept on offering me cigarettes and cigars. They made no effort to hide their amusement whenever I produced a packet of sweets from my pocket. After seven days of this I went to a party. Everybody around me was smoking and I felt extremely uncomfortable. When my old friend Brian urged me to accept a cigarette, it was more than I could bear. I took one guiltily, lit it and smoked with satisfaction. My wife was delighted that things had returned to normal once more. Anyway, as Brian pointed out, it is the easiest thing in the world to give up smoking. He himself has done it lots of times!    Lesson79 By air 乘飞机 I used to travel by air a great deal when I was a boy. My parents, used to live in South America and I used to fly there from Europe in the holidays. An airhostess would take charge of me and I never had an unpleasant experience. I am used to travelling by air and only on one occasion have I ever felt frightened. After taking off, we were flying low over the city and slowly gaining height, when the plane suddenly turned round and flew back to the airport. While we were waiting to land, an air-hostess told us to keep calm and to get off the plane quietly as soon as it had touched down. Everybody on board was worried and we were curious to find out what had happened. Later we learnt that there was a very important person on board. The police had been told that a bomb had been planted on the plane. After we had landed, the plane was searched thoroughly. Fortunately, nothing was found and five hours later we were able to take off again.   Lesson80  The Crystal Palace 水晶宫 Perhaps the most extraordinary building of the nineteenth century was the Crystal Palace, which was built in Hyde Park for the Great Exhibition of 1851. The Crystal Palace was different from all other buildings in the world, for it was made of iron and glass. It was one of the biggest buildings of all time and a lot of people from many countries came to see it. A great many goods were sent to the exhibition from various parts of the world. There was also a great deal of machinery on display. The most wonderful piece of machinery on show was Nasmyth's steam hammer. Though in those days, travelling was not as easy as it is today, steam boats carried thousands of visitors across the Channel from Europe. On arriving in England, they were taken to the Crystal Palace by train. There were six million visitors in all, and the profits from the exhibition were used to build museums and colleges. Later, the Crystal Palace was moved to South London. It remained one of the most famous buildings in the world until it was burnt down in 1936.   Lesson81 Escape 脱逃 When he had killed the guard, the prisoner of war quickly dragged him into the bushes. Working rapidly in the darkness, he soon changed into the dead man's clothes. Now, dressed in a blue uniform and with a rifle over his shoulder, the prisoner marched boldly up and down in front of the camp. He could hear shouting in the camp itself. Lights were blazing and men were running here and there: they had just discovered that a prisoner had escaped. At that moment, a large black car with four officers inside it, stopped at the camp gates. The officers got out and the prisoner stood to attention and saluted as they passed. When they had gone, the driver of the car came towards him. The man obviously wanted to talk. He was rather elderly with grey hair and clear blue eyes. The prisoner felt sorry for him, but there was nothing else he could do. As the man came near, the prisoner knocked him to the ground with a sharp blow. Then, jumping into the car, he drove off as quickly as he could.    Lesson82 Monster or fish? 是妖还是鱼? Fishermen and sailors sometimes claim to have seen monsters in the sea. Though people have often laughed at stories told by seamen, it is now known that many of these 'monsters' which have at times been sighted are simply strange fish. Occasionally, unusual creatures  are washed to the shore, but they are rarely caught out at sea. Some time ago, however, a peculiar fish was caught near Madagascar. A small fishing-boat was carried miles out to sea by the powerful fish as it pulled on the line. Realizing that this was no ordinary fish, the fisherman made every effort not to damage it in any way. When it was eventually brought to shore, it was found to be over thirteen feet long. It had a head like a horse, big blue eyes, shining silver skin, and a bright red tail, The fish, which has since been sent to a museum where it is being examined by a scientist, is called an oarfish. Such creatures have rarely been seen alive by man as they live at a depth of six hundred feet.   Lesson83 After the elections 大选之后 The former Prime Minister, Mr Wentworth Lane, was defeated in the recent elections. He is now retiring from political life and has gone abroad. My friend, Crawley, has always been a fanatical opponent of Mr Lane's Radical Progressive Party. After the elections, Crawley went to the former Prime Minister's house. When he asked if Mr Lane lived there, the policeman on duty told him that since his defeat, the ex-Prime Minister had gone abroad. On the following day, Crawley went to the house again. The same policeman was just walking slowly past the entrance, when Crawley asked the same question. Though a little suspicious this time, the policeman gave him the same answer. The day after, Crawley went to the house once more and asked exactly the same question. This time, the policeman lost his temper.' I told you yesterday and the day before yesterday,' he shouted, 'Mr Lane was defeated in the elections. He has retired from political life and gone to live abroad !' ' I know,' answered Crawley,' but I love to hear you say it !'    Lesson84 On strike 罢工 Busmen have decided to go on strike next week. The strike is due to begin on Tuesday. No one knows how long it will last. The busmen have stated that the strike will continue until general agreement is reached about pay and working conditions. Most people believe that the strike will last for at least a week. Many owners of private cars are going to offer 'free rides' to people on their way to work. This will relieve pressure on the trains to some extent. Meanwhile, a number of university students have volunteered to drive buses while the strike lasts. All the young men are expert drivers, but before they drive any of the buses, they will have to pass a special test. The students are going to take the test in two days' time. Even so, people are going to find it difficult to get to work. But so far, the public has expressed its gratitude to the students in letters to the Press. Only one or two people have objected that the students will drive too fast!   Lesson85 Never too old to learn 活到老学到老 I have just received a letter from my old school informing me that my former head- master, Mr Regmald Page, will be retiring next week. Pupils of the school, old and new, will be sending him a present to mark the occasion. All those who have contributed towards the gift will sign their names in a large album which will be sent to the headmaster's home. We shall all remember Mr Page for his patience and understanding and for the kindly encouragement he gave us when we went so unwillingly to school. A great many former pupils will be attending a farewell dinner in his honour next Thursday. It is a curious coincidence that the day before his retirement, Mr Page will have been teaching for a total of forty years. After he has retired, he will devote himself to gardening. For him, this will be an entirely new hobby. But this does not matter, for, as he has often remarked, one is never too old to learn.    Lesson86 Out of control 失控 As the man tried to swing the speed-boat round, the steering-wheel came away in his hands. He waved desperately to his companion, who had been water-skiing for the last fifteen minutes. Both men had hardly had time to realize what was happening when they were thrown violent1y into the sea. The speed-boat had struck a buoy, but it continued to move very quickly across the water. Both men had just begun to swim towards the shore. when they noticed with dismay that the speed-boat was moving in a circle. It now came straight towards them at tremendous speed. In less than a minute, it roared past them only a few feet away. After it had passed, they swam on as quickly as they could because they knew that the boat would soon return. They had just had enough time to swim out of danger when the boat again completed a circle. On this occasion, however, it had slowed down considerably. The petrol had nearly all been used up. Before long, the noise dropped completely and the boat began to drift gently across the water.   Lesson87 A perfect alibi 极好的不在犯罪现场的证据 'At the time the murder was committed, I was travelling on the 8.0 o'clock train to London,' said the man. 'Do you always catch such an early train ?' asked the inspector. 'Of course I do,' answered the man.' I must be at work at 10.0 o'clock. My employer will confirm that I was there on time.' ' Would a later train get you to work on time ?' asked the inspector. ' I suppose it would, but I never catch a later train.' 'At what time did you arrive at the station ?' 'At ten to eight. I bought a paper and waited for the train.' 'And you didn't notice anything unusual ?' ' Of course not.' 'I suggest,' said the inspector, 'that you are not telling the truth. I suggest that you did not catch the 8.0 o'clock train, but that you caught the 8.25 which would still get you to work on time. You see, on the morning of the murder, the 8.0 o'clock train did not run at all. It broke down at Ferngreen station and was taken off the line.'   Lesson88 Trapped in a mine 困在矿井里 Six men have been trapped in a mine for seventeen hours. If they are not brought to the surface soon they may lose their lives. However, rescue operations are proving difficult. If explosives are used, vibrations will cause the roof of the mine to collapse. Rescue workers are therefore drilling a hole on the north side of the mine. They intend to bring the men up in a special capsule. If there had not been a hard layer of rock beneath the soil, they would have completed the job in a few hours. As it is, they have新建扬州市社会福利中心项目可行性研究报告第一章 总论1.1 项目提要1.1.1项目名称:新建扬州市社会福利中心项目。1.1.2项目占地面积:26640平方米。1.1.3项目建设内容规模项目建设内容:1、综合性社会福利机构,内设公寓、活动室、健身室、康复中心。2、社区服务中心,内设老人学校、阅览室、展览室。3、救助站,内设医务值班室和仓库。项目建设规模:1、新建福利院、光荣院、儿童院、老人公寓为一体的综合性社会福利机构,占地面积25亩,计划建设二座院民楼,一座老人公寓、一座多功能办公综合楼,建筑面积9000平方米。可入住院民250人。2、新建社区服务中心,占地面积5亩,计划建设一座社区示范、社区活动、社区服务的综合楼。建筑面积1500平方米。3、新建流浪乞讨人员救助站,占地面积10亩,计划建设一座综合楼,建筑面积1500平方米。1.1.4项目筹建单位:扬州市民政局。1.1.5负责人及电话:项目负责人 :余进英联系电话:传 真: 1.1.6项目地点:扬州市东湖路116号。1.1.7建设工期:总工期4年,即自2012年1月至2015年12月。1.2 编制依据:1.2.1扬州市城区总体规划。1.2.2扬州市发展和改革局关于扬州市社会福利中心建设项目建议书的批复(宁发改批(2011) 号)。1.2.3扬州市城乡规划局建设项目选址意见书(选字第350784201100014号)。1.2.4扬州市国土资源局建设项目用地预审意见书(宁国土资2010预116号)。1.2.5扬州市环境保护局环境影响登记表( )1.2.6扬州市民政局提供的材料。1.3主要建设内容:新建扬州市社会福利中心项目占地总面积为26640平方米,主要包括:1.3.1场地平整及三通一平工程。1.3.2新建福利院、光荣院、儿童院、老人公寓为一体的综合性社会福利机构,占地面积25亩,计划建设二座院民楼,一座老人公寓、一座多功能办公综合楼,建筑面积9000平方米;新建社区服务中心,占地面积5亩,计划建设一座社区示范、社区活动、社区服务的综合楼。建筑面积1500平方米;新建流浪乞讨人员救助站,占地面积10亩,计划建设一座综合楼,建筑面积1500平方米。1.3.3道路硬化4200。1.3.4室外消防及排污管道。1.3.5室外给排水管道、围墙、大门。1.4 项目立项情况:扬州市民政局为项目的承办单位,扬州市发展和改革局于2011年 月以关于扬州市社会福利中心建设项目建议书的批复(宁发改批(2011) 号)对项目进行了立项批复,并指定扬州市民政局为项目的建设单位,根据批复扬州市民政局即开始了项目的前期准备工作。1.5 投资估算总投资3100万元,其中土建工程2847.14万元,工程建设其他费用252.86万元。1.6 资金筹措本项目固定资产总投资3100万元,资金来源:其中,利用争取上级补助资金1800万元,扬州市民政局自筹400万元,扬州市财政配套资金900万元。1.7 研究结论本项目属于公用基础设施的建设,项目完成后使得扬州市的社会福利工作条件大为改善,福利院、光荣院、儿童院、老人公寓建成后,将全面提升扬州市老年人事业,实现优抚军人、社会三无人员、孤儿与弃婴、及家庭无力照管的老人等有固定居所。同时,通过组织丰富多彩的活动,充实老年人的精神生活,让老人能有机会和场所进行交流、沟通,相互帮助,实现老有所养,老有所乐,进而改善老年人的生活状况,提高老年人的生活质量。社区服务中心建成后,将打造一个服务管理平台,整合城乡资源,把政府的公共服务和管理向社区基层延伸,实现城乡的和谐发展。救助站建成后,将更加体现扬州社会的关爱。扬州市社会福利中心项目可行。第二章 项目区概况2.1 地点与地理位置扬州,又名宁城,隶属南平一市,闽北腹地,海西后援。位于风景奇秀的武夷山南麓,地处27º0627º43,东经117º31118º38。东邻政和、松溪;南接建瓯、顺昌;西连邵武、光泽;北界武夷山、浦城。东西长112.5公里,南北宽69公里,总面积3383平方公里。扬州市与南平地区8个县市接壤,正处于全区中心位置。地理位置十分优越,是闽北交通枢纽中心,浦南高速、南武路、205国道、水杉线、横南铁路贯穿南北,同时扬州是海峡西岸经济圈中重要的补给线与后援,是闽北产业集中区一个重要组成部分。2.2 项目区用地情况本项目拟用地建设区域占地总面积为40亩(26640平方米),为划拔地,项目用地选址与用地规模合理,经扬州市国土资源局以建设项目用地预审意见书(宁国土资2010预 116号)批准。其中综合性社会福利机构(含福利院、光荣院、儿童院、老人公寓),占地面积25亩;新建社区服务中心,占地面积5亩;新建流浪乞讨人员救助站,占地面积10亩。2.3 项目场址建设条件2.3.1地形地貌与地质构造扬州市属山地丘陵区,丘陵山地面积占全市总面积的90%,地貌分山地、丘陵、平原和山间盆地呈梯状分布。地势由东北向西南倾斜,全市位于武夷山脉,低山外延为丘陵河谷区,起势趋缓,山体连续性差,河流发育,河床开阔,部分地段呈长条形盆地。项目区位于扬州市区的东北位置,为过境崇阳溪的上游。地势低矮,起伏不大,为砂土地、荒地及山地、菜地,无软土地基或跨越河床地段,无地质断层及山体滑坡地带,工程地质情况良好,经过场地整理后即可作为工程建设用地使用。2.3.2水系、水文及气象情况2.3.2.1水系 扬州市主要属闽江水系,沿建溪而下,直至流入闽江。建溪发源于武夷山脉。2.3.2.2水文 扬州市城区属典型的山区河溪流域,河道弯曲,两岸发育不对称滩地及一级阶地,雨季期间滩地淹没,部分地段河岸冲刷较严重;为山区季节性河流,洪水来势猛,历时短,多发生在春夏季节,每逢大降水(20年一遇),就会造成河水猛涨,洪水泛滥成灾。近年由于防洪堤工程相继完成,情况已有所改善,但本项目高程一般不受洪水的影响。2.3.2.3气候 扬州市属中亚热带季风气候,光热资源丰富。冬短夏长,气候宜人,静风多,温差大,雨季集中。年平均气温18oC,无霜期282天,年平均降雨量17002400毫升。有利的气候条件和生态环境,适宜动植物的生殖和繁衍。 2.3.3交通2.3.3.1航空目前由公路至武夷山机场约1个小时车程,武夷山机场为国内支线机场,同时也是国内重要的旅游机场。可供起降B737, B757和MD-82等中型飞机。机场现已开通23条至国内主要城市的航线,井筹备二期扩建,争取近期开通至东南亚、日本等境外国际航线。规划武夷山机场近期达4C级标准,设计吞吐量为51万人次,远期达4D级标准,设计吞吐量为150万人次,成为能完全满足国际航空需要的国际机场。2.3.3.2铁路峰福铁路为国家级铁路干线,为铁路入闽第二通道,虽然铁路入闽通道继续增加,作为入闽铁路通道的建设作用有所降低,但它作为福建省主要运输干线的地位并未改变,峰福铁路纵贯扬州市境,并穿过扬州城区,扬州火车站距项目区只有十几分钟的车程,为铁路三级站。2.3.3.3水资源扬州市河流属闽江上游支流,主要有西北来自武夷山方向的崇阳溪全长161公里,扬州市境内41公里;来自邵武及麻沙方向的麻阳溪,全长130公里;来自浦城方向的南浦溪全长199公里,扬州境内49公里;几条溪流在扬州境内汇合后,成为闽江的一条重要支流建溪。2.3.3.4公路扬州市城区公路交通网以城区为中心呈放射状,规划在完善这一网络基础上提高现有公路等级、改善公路技术状况,保证城区与县属各乡镇、村由水泥路面的公路相通,2008年底建成通车的浦南高速公路在扬州设有互通口(项目毗邻),浦南高速公路的建成通车,使扬州至省城福州的路程只不过3个小时车程。2.3.4政策、资源2.3.4.1政策1、本项目符合扬州市发展规划要求。2、本项目符合依据中华人民共和国国民经济和社会发展第十二个五年规划纲要、全国民政科技发展中长期规划纲要(2009-2020年)的要求。3、本项目符合全国服务标准2009-2013年发展规划、。4、根据扬州市发展和改革局关于扬州市社会福利中心建设项目建议书的批复(宁发改批(2011) 号),扬州市民政局作为项目承办单位,负责项目建设的管理工作。5、本项目对周边的环境影响几乎无影响,经规划、建设、环保等单位同意本项目的建设。2.3.4.2资源本项目的建设及运营所需的各种资源均为市场基本资源,而且供应充足,能够满足项目的需要。1、人力资源,本项目总体工程量不大,本市及邻近县市的劳
