The accommodations are to be fully furnished with hard furniture ready to use. Essentially the Builder is to design, furnish, outfit, commission, test and deliver a Jack-up rig with the Owner supplying the crews, third party equipment, consumables (such as bulk mud materials) and those items designated fishing tools, drilling tubular, tubular handling equipment and accommodation hotel linens, utensil and cutlery. 1.02 GENERAL DESCRIPTION The Unit shall be based on PPL Shipyard Pte Ltds (PPL) proprietary design known as PPL Pacific Class 400. The Unit is a 3-leg self-elevating with cantilever drill floor mobile drilling rig. General Rig Dimensions: Length : 72.100 m Breadth : 68.400 m Depth : 8.500 m Transverse Distance between Aft Leg Centers : 47.300 m Centerline of Aft Leg to Centerline of Forward Leg : 44.300 m Length of Leg Installed :162.274 m The Unit is designed for operation of up to 121.9 m (400 ft.) water depth and up to a maximum drilling depth of 9,144 m (30,000 ft.). Its design performance data are found in Section 3. Three (3) triangular truss type legs support the triangular-shaped hull in the elevated position. A reinforced steel structural footing provides bearing support for each leg. At each corner of the leg is a set of rack. The hull is engaged to the legs via the powered pinion. Raising and lowering of the legs is accomplished by means of electric powered pinions. Accommodation block is designed to accommodate living spaces for one hundred and twenty (120) men, is located on the forward part of the hull and partially wrapping the forward leg. A helicopter deck is located forward of accommodation. Mounted on two sets of guides and hold-down clamps on the main deck is a pair of cantilever beams, which accommodates the drill floor, derrick and associated drilling equipment. Layout of equipment has been designed with due consideration to the safety of the rigs crew. PPL SHIPYARD PTE LTD PACIFIC CLASS 400 JACK-UP Standard Specification Document No: B0100-Z100-01 A1 SECTION 1 - GENERAL PROVISIONS Page 3 of 10 General layout of the Unit is as shown in the Contract Plans General Arrangement drawings. These drawings form the basis for all equipment and outfit location and should be used as a guide for the detailed design of the Unit. Development or modification to all Contract Plans by either the Builder or Owner shall be approved by the Designer and shall remain as the intellectual property of PPL. The Designer shall undertake the responsibility to advise the Owner or Builder of the feasibility of such modifications and the effects on the performance of the Unit. All dimensions, weights and ratings are in metric system. Where imperial system is shown it is meant to be an approximate only. 1.03 DEFINITION OF TERMS 1.03.1 Where the term “Specification” or “Specifications” is used, it shall mean the whole of this document including Appendices. 1.03.2 Amendments means any amendment or change to the Specification shall overwrite and supersede the relevant part of this Specification stated in 1.03.1 above. The Amendment, if any, shall form an integral part of the Specification. 1.03.3 Where the term “Owner” or “Client” is used, it is understood to refer to the contracting parties of the Unit. 1.03.4 Where the term “Builder” or “Contractor” is used, it is understood to refer to the shipyard or company to which the Contract to construct and deliver the Unit is awarded. 1.03.5 Where the term “Designer” or “Consultant” is used, it is understood to refer to PPL Shipyard Pte Ltd. 1.03.6 Where the term “Inspector” or “Owners Representative” is used, it is understood to refer to a person or persons, designated and authorized in writing by the Owner to represent him in all dealings with the Builder. 1.03.7 Where the term “Classification Society” or “Class” is used, it is understood to refer to American Bureau of Shipping (ABS). 1.03.8 Where the term “Unit” or “Vessel” is used, it is understood to refer to the Self- Elevating Mobile Offshore Drilling Unit referred to in the Specification and all component parts thereof and appurtenances thereto. 1.03.9 Where the term “Contract” is used, it is understood to refer to the Units construction contract entered into by the Owner and Builder for the detail design and construction of the Unit and into which these Specifications and the Contract Plans are incorporated. PPL SHIPYARD PTE LTD PACIFIC CLASS 400 JACK-UP Standard Specification Document No: B0100-Z100-01 A1 SECTION 1 - GENERAL PROVISIONS Page 4 of 10 1.03.10 Where the term “Work” or “Contract Work” is used, it shall mean all work to be performed by the Builder as described and called for by the Specifications and Contract Plans. 1.03.11 Where the term “Contract Plans” is used, it shall refer to all the drawings as listed in Appendix. 1.03.12 Where the term “Detail Engineering”, “Construction Drawings”, “Working Drawings” or “Shop Drawings” is used, it shall mean those drawings, documents or calculations that are to be developed by the Builder from the Contract Plans and Specifications and that provide details for the construction, testing and commissioning of the Unit. 1.03.13 Where the term “As Built Plans” is used, it is understood to mean final drawings for the Unit at handover to the Owner. 1.03.14 Where the term “Flag”, “Flag State” or “Administration” is used, it shall mean the Government of the Country whose flag the ship is entitled to fly. 1.03.15 Where the term “Regulatory Agencies” or “Regulatory Requirements” or “Regulatory Bodies” is used, it is understood to be the requirements of entities as listed in Section 2, Items 2.01 and 2.02. 1.03.16 Where the term “Manufacturer”, “Vendor”, “Sub-contractor”, “Maker” or “Supplier” is used, it is understood to mean a manufacturer or supplier of OFE / BFE or services required by the Builder and/or Owner for the construction of the Unit. 1.03.17 Where the term “Yard” or “Work Site” is used, it is understood to mean area, shipyard, work site, premises, factory, dry dock or floating barge where the construction of the Unit is to be carried out. 1.03.18 Where the term “OFE” is used, it is understood to mean Owner Furnished Equipment. Equipment here is understood to cover any machinery, fittings, installations, materials, fixtures, service and expertise for equipment that is supplied by the Owner in compliance with the specification and related systems. 1.03.19 Where the term “BFE” is used, it is understood to mean Builder Furnished Equipment. Equipment here is understood to cover any machinery, fittings, installations, materials, fixtures, service and expertise for equipment that is supplied by the Builder in compliance with the specification and related systems. 1.03.20 Where the term “Out of Builders Scope of Supply” is used, it is understood to mean the equipment is not included in Builders Scope of Supply. The equipment may be supplied by the Owner (or Third Party) and installed by the Builder at no additional cost during the construction. 1.03.21 Where the term “Out of Builders Scope of Work” is used, it is understood to mean the supply and installation of the equipment is excluded from Builders Scope of Work. PPL SHIPYARD PTE LTD PACIFIC CLASS 400 JACK-UP Standard Specification Document No: B0100-Z100-01 A1 SECTION 1 - GENERAL PROVISIONS Page 5 of 10 1.04 INTENT OF CONTRACT PLANS It is the intent that all information shown on the accompanying Contract Plans in Appendix of this Specification is for guidance purposes only to the Builder. The Builder shall diligently follow as much as possible the details shown on the drawings and shall duly notify the Owner and Designer of major changes to the contents of the Contract Plans. It shall be then, on the Designers part to advise if such changes / modifications are feasible and if such changes will affect the Units performance. Deviations from details in the Contract Plans that will enable the Builder to construct the Unit in a more convenient or cost effective manner shall be allowed as long as the deviations are within the requirements and guidelines as laid out in Section 2 and does not affect the performance of the Unit as laid out in Section 3. In the case where there are conflicts or inconsistencies between the Specifications and the Contract Plans, the Specifications shall prevail. In any case, resolution to the conflicts or inconsistencies shall be based on rational and lateral thinking and in conformance with “Good Shipbuilding Practices”. 1.05 DEVELOPMENT OF CONSTRUCTION DRAWINGS It is the Builders responsibility to develop from the Contract Plans; supporting drawings, detailed calculations, documents and data as defined in Section 1.03.12 above to construct the Unit and shall prepare detail, construction, shop or working drawings and documents with supporting calculations to the Class for approval if required. The Builder shall be responsible for coordinating the design development with the Designer and regulatory authorities, including resolution of design discrepancies and acceptance of secondary structural and detailed design responsibilities. It is to be made clear that the Contract Plans are not intended to show all details of the work to be performed. Details not shown in the contract plan shall be developed by the Builder to the Specification requirements. The Builder shall provide steel outfitting for all equipment foundations, access and supports to meet the requirements of the Unit to function as it is intended and to meet the Regulatory Bodies requirements on safety issues. The access platform, inclined ladders and stairways as shown in the Contract Plans provide guideline for the Builder to quantify and detail the outfitting required. If additional provisions are required for access to areas where adequate access have already been provided for in the Contract Plans and are not by requirements of the Class or Regulatory Bodies or as a reasonable means of access, the Builder shall have the right to request for a variation order. Access which forms part of OFE equipment shall be provided by the Owner. Construction Drawings developed by the Builder have to clearly show the details of its intended construction and shall not be subjected to ambiguous interpretations by the Owner. PPL SHIPYARD PTE LTD PACIFIC CLASS 400 JACK-UP Standard Specification Document No: B0100-Z100-01 A1 SECTION 1 - GENERAL PROVISIONS Page 6 of 10 1.06 SUBMISSION OF CONSTRUCTION DRAWINGS All Construction Drawings developed by the Builder will be sent to the Owner for comment. Four (4) copies of drawings in hard copies shall be provided to the Owner. The Owner shall duly return drawings within fourteen (14) calendar days of receipt with clear indication of the Owners comments. Upon receipt, the Builder shall review the Owners comments and if deemed appropriate, the Builder shall incorporate the comments into the construction drawings. Where the Owners comments are over and above this Specification, the comments shall be executed as variations. Drawings submitted for comment but not received by the Builder within the time frame shall be deemed
